The tweak is called ExtraIconDock. This tweak supports iOS 8 to 9.0.2 and all devices. Not many Dock tweaks do that. You can have 5 to 10 icons in the dock. They recommend 5 to 6 on the smaller devices. But on the iPad they say 7 to 10 fit nicely. Another perk is this tweak works well with the iPhone 6 Plus landscape mode.
